The AEO mutual recognition arrangement between China and Brazil will be implemented from January 1, 2022. AEO is the abbreviation of Authorized Economic Operator, that is, "certified Operator", which is an institutional arrangement advocated by the World Customs Organization to promote trade security and convenience. The customs shall certify and recognize enterprises with high law-abiding degree, credit status and safety level, and grant them convenience and preferential measures. By carrying out AEO mutual recognition cooperation, Chinese customs and customs AEO enterprises of countries (regions) that recognize each other can directly enjoy the customs clearance facilitation measures implemented by the customs of the other party, thus reducing trade costs.
Both China and Brazil are brics members and enjoy close economic and trade exchanges.
According to statistics, from January to November 2021, the total value of china-Pakistan import and export was US $152.212 billion, up 38.7% year on year. Exports to Brazil totaled 48.179 billion US dollars, up 55.6% year on year. Imports from Brazil reached us $104.033 billion, up 32.1% year on year. As can be seen from china-Pakistan trade data, China's import and export trade in 2021 will continue to grow despite the epidemic.
After the implementation of china-Pakistan AEO mutual recognition arrangement, AEO enterprises of the two countries will enjoy the convenience measures of mutual recognition in customs clearance, such as lower document review rate, lower inspection rate, priority inspection, designated liaison personnel to communicate and solve customs clearance problems, and priority quick disposal in emergency times. These measures will help reduce trade costs in ports, insurance, logistics and other areas for enterprises, greatly promote trade security and convenience for enterprises of the two countries, and create a safer, transparent and predictable business environment for expanding trade and investment between the two countries.
In order to fully enjoy the convenience of mutual recognition, AEO enterprises of China and Pakistan need to fill in the AEO code accurately during customs clearance. Chinese customs advanced certification enterprises that have import and export trade with Brazil need to inform Brazilian importers or exporters of the AEO code, and they can fill in the declaration according to the regulations of Brazilian customs. After confirming the AEO enterprise identity of Chinese customs, Brazilian customs will provide relevant convenient measures.
When Chinese enterprises import goods from AEO enterprises in Brazil, they need to fill in the AEO code of The Brazilian consignor in the column of "Overseas Consignor Code" in the import declaration form and the column of "Consignor AEO code" in the water and air cargo manifest. When exporting goods to AEO enterprises in Brazil, the AEO number of Brazilian consignee shall be filled in the column of "Overseas Consignee Number" in the column of "Overseas Consignee Number" in the export declaration form and the column of "AEO number of Consignee Number" in the water and air cargo manifest. After confirming the identity of AEO, China customs will provide relevant convenience measures.
By December 2021, China customs had signed AEO mutual recognition agreements with 47 countries (regions) from 21 economies, including the European Union, Singapore, Brazil and Serbia.
