He also said that the central government has recently set up a special team to guarantee the transportation of highways in some regions, and the Ministry of Transport is also establishing and improving the system of vehicle permits for key materials transportation, which will be handled online and recognized by each other across the country.

Jing Linbo, president of the Chinese Academy of Social Sciences Evaluation and vice president of the Chinese Society of Logistics, commented: "The root cause of the current logistics problems is that local governments have stepped up prevention and control policies, resulting in the current situation of their own isolation; Another problem is the lack of information sharing between different regions to form a national chess game of logistics. The fundamental solution to this problem lies in the establishment of a unified mutual recognition system."

On 11 April, under the Joint Prevention and Control mechanism of The State Council for the Prevention and control of novel Coronavirus Infections, the Circular on Ensuring Smooth transportation and Logistics services (hereinafter referred to as the Circular) was issued. All localities and departments are urged to make every effort to ensure smooth transportation of freight and logistics, especially medical prevention and control materials, daily necessities, government reserve materials, postal and express delivery services and other goods for people's livelihood, as well as important production materials such as agriculture, energy and raw materials, so as to ensure the normal order of people's work and life.

According to the circular, the joint prevention and control mechanism at the provincial level in the affected areas should establish and improve the vehicle permit system for the transport of key supplies in accordance with the local epidemic prevention and control situation and the transport demand of key supplies. The Ministry of Transport should work with relevant departments to guide all localities to achieve a unified format and mutual recognition across the country. We need to ensure smooth handling channels, give full play to the role of regional planning and coordination mechanisms, and accelerate coordinated efforts to ensure freight transportation and logistics services in the Beijing-Tianjin-Hebei region, the Yangtze River Delta, the Pearl River Delta, northeast China, and Chengdu-Chongqing and other key regions.
